AB 1185: Sheriff Oversight

Assembly Bill 1185 was signed into law on September 30, 2020, authorizing California’s 58 counties to create civilian oversight bodies over their elected sheriffs. In December 2020 AB1185 was referred to the Alameda County Board of Supervisors Public Protection Committee for review and consideration. Public Protection Committee held informational hearings on March 11, 2021 and July 8, 2021. In order to facilitate increased public input the Public Protection Committee directed County staff to conduct a series of community engagement meetings to inform the discussion on the development of sheriff oversight in Alameda County.

9/17/24 Regular Board of Supervisors Meeting

Item 94 – The Board took an action to approve a first reading of the ordinance as amended from the floor. The vote was 3 in favor (Carson, Márquez, Tam) of the action taken, 1 abstained (Miley), with Supervisor Haubert excused and not present.

In order to meet requirements to meet and confer with impacted unions before adoption of an ordinance, the ordinance as amended will move to meet and confer.

  • The PPC supported the preliminary direction from the Board, with the exception of structure. The PPC recommended option 2, that the establishment of an OIG, Oversight Board and Executive Director in Year 1 is the best option for Alameda County.
